Devnet faucet

Get test PARALOOM to try the protocol on devnet — enough to register a validator and lock the dual-stake, or just to poke around. Devnet only, no real value.

The token here is a Token-2022 mock of PARALOOM used only on devnet, so the dual-stake behaves exactly as it will against the real mint at mainnet. One request per address every few hours.
